Amendment lodged by Scott Barrie MSP on behalf of YouthLink Scotland at Stage 2 of the Charities and Trustee Investment (Scotland) Bill on 20 April 2005. The amendment sought to extend the definition of 'education' within the charitable purposes of the Charities and Trustee Investment (Scotland) Bill to recognise the significant contribution which youth work makes through the provision of non-formal education opportunities to promote and support the development of young people. In her recent evidence to the Scottish Parliament’s Justice 2 Committee, Cathy Jamieson MSP, Minister for Justice, confirmed that the provisions of the new Management of Offenders (Scotland) Bill will apply to young offenders.
The aim of this legislation is to reduce levels of reoffending by improving the management and support of offenders through the greater integration of the work of criminal justice agencies.
Referring to YouthLink Scotland’s evidence to the Justice 2 Committee, the Minister emphasised that the new Bill must be seen within the context of the Scottish Executive’s youth crime action plan. Cathy Jamieson MSP also highlighted the importance of early intervention strategies to tackle youth crime and antisocial behaviour.
The Minister also acknowledged the significant work being undertaken by YouthLink Scotland and our member organisations at Polmont Young Offenders’ Institution, and of the need to increase the level of support for young offenders to reduce levels of reoffending. In this respect, the Minister expressed her support for addressing the complex issues faced by many young offenders upon release through the development of a national strategy.
